Which Maryland course do you need?
A first permit, a renewal and an HQL serve different needs. Choose the situation closest to yours.

Most first-time applicants need 16 hours of approved in-person instruction and live-fire qualification. Trouble Defense course tuition is $325. Review the full schedule and required equipment before booking.
What is a Maryland concealed carry permit?
Maryland officially calls it a Wear and Carry Permit. It is the permit people usually mean when they search for a Maryland CCW or concealed carry permit.
HQL and Wear & Carry are different.
An HQL generally concerns acquiring a handgun in Maryland, subject to exemptions. It does not authorize public carry. You do not need an HQL before applying for Wear & Carry; a valid Maryland carry permit also provides an HQL exemption.

MSP asks applicants to allow 90 days. Monitor email and portal notices. Class completion or a pending application does not authorize carrying under the permit.

What Maryland Wear & Carry training covers.
Initial applicants generally need 16 hours of in-person instruction; standard renewal training is eight hours. Required training includes supervised live-fire qualification. An online-only course does not satisfy that requirement.
Laws and responsibilities
Learn the legal framework for ownership, use of force, restricted locations and the responsibilities that come with a permit.
Safe handling and storage
Build familiarity with handgun operation and the habits that support safe storage and responsible handling.
Conflict de-escalation
Study conflict resolution, anger management and suicide prevention as part of Maryland’s required curriculum.
Live-fire qualification
Demonstrate safety and proficiency under instructor supervision. MSP requires a qualifying score; attending alone is not a passing result.

$450 is a partial planning subtotal, not an all-inclusive price or checkout total. Optional equipment and other applicable expenses may also add to your budget. Some application categories have fee exemptions.

Check the expiration date printed on your card. Standard initial permits run to the end of your birth month following two years after issuance; renewals generally run for three years.

MSP’s continued-carry rule depends on a complete renewal being submitted at least 14 days before expiration. Returned or late applications can change your status. Verify your circumstances with MSP; do not rely on this calculator as permission to carry.

A permit does not mean every place allows carry.
Maryland has location restrictions that can apply even to permit holders. MSP’s July 10, 2026 update discusses court rulings and a stay affecting certain sensitive-place rules. A static guide cannot settle every location or circumstance.
