ToggleFirearm Safety Certificate Steps: What Do You Actually Need?
Searching for a firearm safety certificate before buying your first gun? Start here. The answer depends on your state. A California Firearm Safety Certificate is not the same thing as firearm training in Virginia, Maryland, DC, Colorado or another state.
New to firearms? No firearm ownership or previous shooting experience is required for many of our beginner programs.
“Firearm Safety Certificate” does not mean the same thing everywhere.
California has an actual credential called the Firearm Safety Certificate (FSC). Maryland uses a Handgun Qualification License for many handgun acquisitions. Washington, DC requires firearm registration. Virginia does not use California's FSC system.
You may be looking for beginner firearm training, HQL training, concealed carry training or private instruction instead of a generic “firearm safety certificate.”
Use the selector below before paying for anything.
What are you actually trying to do?
Choose the option that sounds most like you. We'll point you toward the most useful next step instead of making you guess which class or certificate you need.

Passing a test and knowing how to safely handle a firearm are not the same thing.
A state credential can satisfy a legal requirement. It does not automatically mean a first-time firearm owner is comfortable loading, unloading, storing, cleaning or operating a handgun.
That is why Trouble Defense encourages new owners to treat the legal minimum as the beginning, not the end, of their education.
Do you actually need a firearm safety certificate?
This is where many first-time owners get confused. Search engines use “firearm safety certificate” as a broad phrase, but states use very different licensing, training, registration and purchase systems.
California Firearm Safety Certificate
California actually uses the term Firearm Safety Certificate. A person who is required to have an FSC must pass the California DOJ test before the applicable firearm transaction.
- 30-question test
- 23 correct answers required
- 75% passing score
- $25 maximum FSC test/certificate fee
- Certificate valid for five years
- Certain statutory exemptions apply
Colorado Specified Semiautomatic Firearms Program
Colorado should not be described as having a California-style FSC requirement for every firearm purchase. Beginning August 1, 2026, Colorado's newer Firearms Safety Program applies to the purchase or transfer of specified semiautomatic firearms.
- Eligibility process through county sheriff
- Basic or extended safety course depending on eligibility
- In-person training
- 90% course exam requirement
- Hands-on practical component
- Program applies to defined SSF firearms
Virginia does not use California's FSC system.
If you are a Virginia resident searching for a “firearm safety certificate,” you may actually be looking for first-time firearm training or training related to a Virginia Concealed Handgun Permit.
Virginia firearm transactions are subject to applicable state and federal purchase requirements and background checks. A generic California-style FSC is not the document Virginia uses.
Maryland Handgun Qualification License
Maryland generally requires an HQL before a person purchases, rents or receives a handgun unless an exemption applies. The HQL is different from the Maryland Wear & Carry Permit.
- HQL applicants may need firearm safety training
- Maryland-approved Livescan may be required
- HQL and Wear & Carry are different credentials
- Certain training or permit exemptions apply
DC firearm registration and CCL training
Washington, DC uses firearm registration rather than a generic FSC. MPD states that firearm registration is the first step to lawfully possessing a firearm in the District for people subject to the registration requirement.
Applicants pursuing a DC Concealed Carry License have separate training requirements.
Do not assume another state's rules apply to you.
Some states use permits, purchase credentials, registration, safety training, waiting periods or combinations of requirements. Other states do not use a firearm safety certificate at all.
Before purchasing a class solely for a legal requirement, check the current official state agency responsible for firearm licensing or law enforcement.
Four steps before you rush into buying a firearm.
Your legal requirements depend on your state, but responsible preparation follows a much more universal path.
Check your state
Determine whether your jurisdiction requires a purchase credential, registration, training course, permit or other step.
Learn before buying
Understanding firearm types, controls, intended use and safe storage can help you make a better-informed purchase.
Get professional instruction
A qualified instructor can teach safe handling, loading, unloading, range procedures and basic shooting fundamentals.
Build a training plan
Your first class should be a foundation. Continue with range practice, private coaching or permit-specific education when appropriate.
First-time firearm training should feel like education — not intimidation.
Some new shooters are excited. Others are nervous. Some have never touched a handgun. That is normal.
Trouble Defense works with beginners who want clear explanations, room to ask questions and professional instruction before moving into more advanced training.
You do not have to own a firearm before many of our beginner classes.
Choose your next training path.
Your reason for owning or training with a firearm should determine what you do after the basics.

Firearm safety certificate questions from first-time owners.
What is a firearm safety certificate?
The term is most specifically associated with California's Firearm Safety Certificate program. Other states may use different credentials, permits, registrations or safety training requirements. Do not assume a California FSC is the document required in your state.
How do I get a California Firearm Safety Certificate?
California DOJ currently requires applicants subject to the FSC requirement to pass a 30-question test with at least 23 correct answers. DOJ-certified instructors commonly administer the exam at firearm dealerships. Check the California DOJ for current exemptions and requirements.
How much does a California FSC cost?
California DOJ currently states that the fee for taking the FSC test and obtaining the certificate is $25. That fee includes up to two attempts with the same DOJ-certified instructor, subject to the state's retesting rules.
How long is a California FSC valid?
California DOJ states that an FSC is valid for five years from the date it is issued.
Does Virginia require a firearm safety certificate?
Virginia does not use California's FSC credential. Virginia firearm transactions remain subject to applicable purchase eligibility and background check requirements. If your goal is firearm education or a concealed handgun permit, choose training designed for that specific purpose.
What does Maryland require before buying a handgun?
Maryland generally requires a Handgun Qualification License before purchasing, renting or receiving a handgun unless an exemption applies. HQL applicants may also have training, fingerprinting and application requirements.
Is the Maryland HQL the same as a carry permit?
No. Maryland's HQL generally concerns handgun acquisition. The Maryland Wear & Carry Permit concerns carrying a handgun under Maryland law. They are separate credentials, although exemptions and interactions between the two systems can apply.
Does Washington, DC use a firearm safety certificate?
DC uses firearm registration rather than a generic California-style FSC. Concealed Carry License applicants also have separate training requirements through MPD-certified instructors.
Do I need to own a firearm before taking a beginner class?
No. Many Trouble Defense beginner programs are designed for people who do not yet own a firearm. Learning before buying can help you better understand firearm size, controls, ergonomics, storage and your intended use.
I'm nervous about shooting. Is that a problem?
No. Trouble Defense regularly works with brand-new and nervous shooters. Beginner and private training are designed to provide room for questions and allow students to progress at an appropriate pace.
Is the $75 online class a state firearm certificate?
Not automatically. The $75 Trouble Defense Basic Pistol class is firearm safety education. Whether any online class satisfies a legal licensing, purchase or permit requirement depends on the specific jurisdiction and credential. Always verify the official state requirements before relying on any course for legal compliance.
What is the best Trouble Defense option for a complete beginner?
The $200 First-Time Shooter Package is designed as a complete beginner experience. It combines the live Basic Pistol class, firearm cleaning and maintenance instruction, a private range session, firearm rental, protective equipment, target, up to 50 rounds of ammunition and range fees.

I like how this guide emphasizes both the written test and practical training for first-time firearm owners. Highlighting common mistakes really helps set realistic expectations and can make the whole certification process much less stressful. It’s reassuring to see a clear breakdown of what’s involved before heading into the course.
The part about common mistakes during certification really resonated with me. Understanding what pitfalls to avoid can make the whole process much less stressful for first-time firearm owners and help them approach the training with more confidence.
Reading this guide makes the certification process feel much more approachable. The emphasis on both written knowledge and practical handling really highlights how seriously safety is taken.
The breakdown of the written test, training requirements, and common certification mistakes is especially helpful for first-time firearm owners who may not know what to expect. One thing that’s easy to overlook is reviewing the safety material again after certification—regular refreshers can help reinforce safe handling habits long after the test is passed.
