Upon successful completion, students receive the required training certificate to include with their Maryland Wear and Carry Permit application. Maryland HQL vs. Maryland Wear and Carry Permit

The Maryland HQL and the Maryland Wear and Carry Permit serve different purposes.

Maryland Handgun Qualification License

The HQL is generally required before a Maryland resident may purchase, rent, or receive a handgun unless the individual qualifies for an exemption.

An HQL does not authorize someone to carry a handgun in public.

Maryland Wear and Carry Permit

The Maryland Wear and Carry Permit authorizes an approved permit holder to wear, carry, or transport a handgun, subject to Maryland laws and location restrictions.

A person with a valid Maryland Wear and Carry Permit may also qualify for an HQL permit exemption when purchasing a handgun.

We offer training for both programs and can help you understand which class fits your goals.

How the Maryland Wear and Carry Process Works

Step 1: Register for Training

Select an available class date and complete your registration.

Step 2: Complete the Classroom Training

Attend the required classroom instruction and participate in all required course activities.

Step 3: Complete Live-Fire Qualification

Complete the supervised live-fire qualification and demonstrate safe firearm handling.

Step 4: Obtain LiveScan Fingerprints

Visit an approved fingerprinting provider and keep the fingerprint receipt provided to you.

Step 5: Complete Your Online Application

Create or access your Maryland State Police Licensing Portal account and upload the required documents, including:

  • Your signed qualification documentation

  • Your LiveScan fingerprint receipt

  • A passport-style photograph

  • Any additional documents required for your application

Step 6: Wait for the Maryland State Police Decision

The Maryland State Police will review the application, conduct the required background investigation, and make the final approval decision.

Submitting an application or completing training does not authorize someone to carry a handgun. Applicants must receive approval and their permit before carrying.

 Maryland State Police currently requires at least 16 hours for new Wear and Carry applicants, eight hours for renewals, and a minimum qualification score of 70%. Applicants must upload the signed MSP 29-14 qualification score sheet and LiveScan documentation.
