Arizona vs. Utah CCW
Which concealed carry permit earns a place next to your DC, Maryland and Virginia permits?
Trouble Defense LLCRules checked
“Get the Utah permit.” That’s the advice people pass around. But if you live in Fairfax, already hold three permits and spend your vacations in Santa Fe, what would Utah actually add?
In that example, your Virginia permit is the one New Mexico already recognizes. Arizona offers another recognized credential there. Utah’s standard permit earns its place on a different trip, to Seattle. If your usual destinations are already covered, Arizona’s strongest selling point may be the money and classroom time it can save you. You may even decide that three permits are enough.

Four permits versus Utah alone? The DC, Maryland, Virginia and Arizona combination does more for local travel than Utah alone. A Utah permit by itself doesn’t cover ordinary concealed carry in Maryland or the District. The DC and Maryland credentials are what make that difference. Comparing both four-permit combinations is a closer contest.

01 / The destination test
Arizona vs. Utah CCW: what does the fourth permit actually add?
Start with one traveler. Imagine a Virginia resident, age 21 or older, who can lawfully possess a handgun and already holds a valid Virginia resident concealed handgun permit, Maryland Wear and Carry Permit and DC Concealed Pistol License. Now compare adding a nonresident Arizona Concealed Weapons Permit or a standard nonresident Utah Concealed Firearm Permit.
Read across each row. The middle columns tell you whether the fourth permit itself is recognized. The last column tells you whether it gets this traveler anywhere new.
| Destination | Arizona | Utah | What changes for this traveler? |
|---|---|---|---|
| New Mexico | Arizona · Yes | Utah · No | Virginia already works here. Arizona gives you a second recognized permit for the same destination. NM DPS |
| Washington State | Arizona · No | Utah · Yes, standard | Utah adds Washington. The state doesn’t recognize DC, Maryland, Virginia or Arizona permits, and excludes Utah’s provisional permit. WA Attorney General |
| Wisconsin | Arizona · Yes | Utah · Yes | Your DC and Maryland permits already qualify. Wisconsin also lists Virginia’s nonresident permit, while excluding its resident permit. WI DOJ |
| Pennsylvania | Arizona · No, nonresident | Utah · No, nonresident | Your Virginia resident permit is recognized under the PA–VA agreement. Living in Maryland or DC and holding a Virginia nonresident permit changes that answer. PA Attorney General · PA–VA agreement |
Across these four destinations, the original three permits already reach three. Adding Arizona still reaches three. Adding standard Utah reaches all four.
These are four selected destinations, not a nationwide tally. “Recognized” describes the permit. Each jurisdiction separately controls where and how a visitor may carry.

Where Arizona can be the better buy
Two permits can serve the same trip and still offer different value — that is the whole Arizona vs. Utah CCW question. For a DMV applicant paying the ordinary out-of-state fees, Arizona starts $30 lower. The bigger difference for some students is what the state accepts as proof of firearms competence.
$60 to apply
$43 to renew. The standard permit term is five years. State fees are separate from fingerprinting, course tuition and any service charges.
Arizona law lists several ways to document competence. One is a current or expired permit issued by a jurisdiction that required training or testing for initial issuance. Another is proof of current U.S. military service or a qualifying discharge. A veteran with the appropriate DD-214 may already have what they need for this part of the application.
$90 to apply
$50 to renew by mail or in person. Utah lists $50.75 for online nonresident renewal. Its standard permit also runs for five years.
Applicants complete Utah’s in-person instruction with a Utah-approved instructor. If your home state recognizes Utah’s permit, Utah generally requires a copy of your current home-state permit. That matters for a Virginia resident. Utah’s standard course has no live-fire requirement.

If you already paid for DMV training, check your documents first — it can change the Arizona vs. Utah CCW math. Pull out the permit or training record you would submit and compare it with Arizona’s accepted evidence. Arizona DPS decides whether it qualifies. A separate class can still be worthwhile if you want help understanding travel rules or preparing your paperwork. Training, fingerprints, the application and the state’s decision are separate steps.
Eligibility also matters in any Arizona vs. Utah CCW comparison. For a DMV resident applying from outside Arizona, the Arizona statute requires U.S. citizenship. Utah BCI says eligible legal residents can also apply. Someone who qualifies for one process should check the other state’s criteria before paying tuition or fees.

Which trip are you planning?
Your home address and your destination can change the answer even when two people carry cards with the same state name. In an Arizona vs. Utah CCW decision, the trip decides. Open the example closest to your situation.
I live in Maryland and want to visit New Mexico.
If your only permit is Maryland’s, New Mexico’s list gives you a concrete reason to consider Arizona. New Mexico lists Maryland and Utah as unrecognized and Arizona as recognized. For an eligible Maryland visitor without a Virginia permit, Arizona can add a destination Utah would not. If you also hold Virginia’s permit, check that line on the same chart before paying for a fourth card.
I hold all three DMV permits and visit Seattle.
Of these two permits, standard Utah addresses the gap. Washington recognizes it for an eligible visitor who lives outside Washington. Check the state’s excluded locations and carry rules for the places you intend to visit. Washington State and Washington, DC are separate jurisdictions with different licensing rules.

I’m driving from Fairfax through Maryland to Delaware.
Use Maryland’s own Wear and Carry Permit for the Maryland portion, subject to its restrictions. For Delaware, the DOJ page we found lists Arizona and Utah for a period ending January 15, 2026. It also says no removals were pending for that date. Because the displayed list doesn’t cover November, confirm your specific nonresident permit with Delaware DOJ before you travel. We left Delaware out of the count above.
I mostly stay in DC, Maryland and Northern Virginia.
Focus on the borders you cross most often. Maryland requires its own permit for ordinary civilian concealed carry. In DC, you need the District’s license and the handgun you carry must be registered there. Virginia recognizes qualifying out-of-state permits under its own conditions. If you already have all three local credentials and your trips stay here, a fourth application may buy you little.

How to read a carry map
A recognition map answers one question. Does the destination honor a particular permit? Permitless carry is a different route to eligibility. When a state allows a qualifying visitor to carry without a permit, adding that state to a permit’s advertised total can give the impression that buying the permit opened a door that was already open. Likewise, a state that honors two of your permits still counts as one destination. DC is a district and should be counted separately from the states.
Write down your home state, each permit’s issuing jurisdiction and whether it’s a resident or nonresident credential. Then list every state you’ll enter, including stops along the way. Check the destination agency’s rules for your age, the particular permit, prohibited places, vehicles, and firearm or magazine restrictions. Verify those details again close to departure. A chart about public concealed carry does not answer a separate question about transporting a firearm in a vehicle.
At Trouble Defense, our answer to the Arizona vs. Utah CCW question starts with where you’re headed. If you want New Mexico recognition and a lower fee, Arizona deserves a look. If you already have Virginia, give Virginia credit for New Mexico. If you regularly visit Washington State, give Utah credit for Seattle. That’s a decision you can explain without relying on a national number.
