Prepare for Your New York Non-Resident Carry Permit

Trouble Defense instructor Dee Parker is publicly listed on the Monroe County Clerk’s official List of Self-Certifications for Firearm Safety Courses for both classroom and live-fire training. Through this listing, our instructor has self-certified as a Duly Authorized Instructor under New York law and as providing training that meets or exceeds the state’s minimum concealed-carry training standards.

Our New York CCW Training is designed for eligible nonresident applicants from Northern Virginia, Maryland and Washington, DC. New York’s current official guidance states that residency and in-state employment are not required to apply. Applicants should confirm where and how to submit their application with the appropriate New York licensing authority.

After successfully completing the course, students receive documentation confirming completion of the required 16 hours of classroom instruction and two hours of live-fire training. This documentation may be submitted to the appropriate licensing authority with the applicant’s other required materials.

New York CCW Training Requirements and Live-Fire Qualification

New York CCW Training includes the state-required 16 hours of in-person classroom instruction and two hours of live-fire range training. After completing the classroom portion, students must earn at least an 80% score on the written proficiency examination covering the required New York concealed-carry curriculum.

The live-fire portion evaluates range safety, firearm condition checks, loading and unloading, drawing from concealment with an unloaded firearm, target acquisition, safe re-holstering and controlled firearm discharge. For the state-required live-fire assessment, students must fire five rounds from a standing position at four yards and place at least four rounds on the required target.

Students must demonstrate safe firearm handling throughout the entire course—not simply pass the written examination or live-fire assessment. Anyone who needs additional preparation may schedule private pistol coaching before completing the qualification.

The classroom instruction covers New York firearm laws, use of deadly physical force, the duty to retreat, sensitive and restricted locations, firearm storage and transportation, situational awareness, conflict management, de-escalation and best practices when interacting with law enforcement.

After successfully completing all course requirements, students receive a certificate of completion issued in their name and endorsed by a Duly Authorized Instructor. New York Non-Resident CCW Training FAQs

1. Can out-of-state residents apply for a New York concealed-carry license?

Yes. New York’s official firearm-license guidance now states that residency and in-state employment are not required. Applications from nonresidents should be evaluated under the same standards as applications from New York residents.

2. What changed regarding New York nonresident CCW applications?

In August 2025, a federal court ruled in Higbie v. James that New York could not refuse applications solely because someone was not a New York resident or employee. The court ordered officials to accept applications from otherwise-eligible nonresidents. New York City also adopted a formal nonresident application process effective January 5, 2025.

3. Does New York recognize concealed-carry permits issued by other states?

No. A Virginia, Maryland, Washington, DC or other out-of-state permit does not authorize concealed carry in New York. Nonresidents must obtain the appropriate New York license and comply with New York’s training and application requirements.

4. Where does a nonresident submit a New York CCW application?

Application procedures depend on the licensing authority. Nonresidents may contact a New York county or local licensing officer regarding its application process. New York City offers a formal online nonresident pathway through the NYPD License Division portal. Applicants should verify the required forms, fees and procedures directly with the licensing authority before applying.

8. What does the New York live-fire assessment require?

Students complete two hours of live-fire training and must demonstrate safe firearm handling. The final assessment requires the student to safely inspect the handgun, draw an unloaded handgun from concealment, load five rounds and fire from four yards. At least four of the five rounds must strike the required 25½-by-11-inch target. Review the official New York training and qualification standards.

9. Will a New York license allow a nonresident to carry in New York City?

Not every New York license automatically authorizes carry within New York City. A license issued outside the city is generally not valid inside the five boroughs without the required NYC authorization. Nonresidents who need New York City carry privileges should review the NYPD nonresident licensing rules and apply through the appropriate NYPD process.

10. What will I receive after completing the course, and is approval guaranteed?

Students who successfully complete the classroom instruction, written examination, range training and live-fire assessment receive a certificate of completion issued in their name and endorsed by the instructor.
